Ukrainian President Volodymyr Zelensky States Absence of Clear Security Pledge from Partner Nations

Ukrainian President Volodymyr Zelensky says European allies have not given him sound guarantees that they will protect his country in the event of a new Russian aggression.

"I am asking this very question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on midweek.

These remarks follow a day after Britain and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to end the war with Russia is finalized.

However, full security guarantees have not been agreed. The US, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.

Details of the Paris Talks

After the Paris talks, which included some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said a significant number of soldiers may be deployed.

Partner nations suggested that the United States would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

Moscow has thus far remained silent on the announcement made in the city of Paris.

President Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukrainian territory.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "an essential component of our commitment to support Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the juridical structure under which allied military personnel could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years to come."

Zelensky hailed that agreement as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I see the will, the political will, and that the allies are prepared, and the partners are ready to give us robust economic measures, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we don't have such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you still have to rely primarily on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also significant owing to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

One envoy stated the allies "largely finished" their work on finalizing security arrangements.

Last week, the President indicated a peace deal was "ninety percent complete".

Territorial concessions and security guarantees have been at the forefront of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia did the same.

Russian forces now holds about three-quarters of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions form the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - particularly targeting energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukraine has hit back at Russian targets with unmanned aerial vehicles, though with varying degrees of effectiveness.
